Mr. Adnan Faihan Mousa Al-Dulaimi was born on June 15, 1973, in the city of Jabella, Babil Governorate. He completed his primary and intermediate education in his hometown before moving to the provincial center in Al-Hillah to pursue his secondary studies in the commercial track, where he graduated with distinction among the top students. He later continued his studies at the Abu Ghraib Institute, Department of Administration, graduating in 1996.
He subsequently joined the Hawza in Najaf, where he immersed himself in Islamic sciences, including the fundamentals of jurisprudence, theology, and related academic disciplines.
Following the events of 2003, Mr. Al-Dulaimi became actively engaged in national political work within the Asa'ib Ahl al-Haq movement. In 2007, he was detained alongside his brother and remained in custody for approximately three and a half years before his release in 2010.
Upon the withdrawal of foreign forces from Iraq at the end of 2011, he was tasked with overseeing the movement's political activities. He played a key role in establishing its political office and fostering strategic relations with political parties, tribal leaders, academics, and various societal actors, while promoting the movement's political vision across media and diplomatic platforms.
Amid the security challenges facing Iraq, he participated in national efforts to defend the country, taking part in field operations across several strategic regions—including Jurf al-Nasr, Amerli, and Northern Samarra—until the final defeat of terrorist organizations was achieved.
He was elected head of the Al-Sadiqoon Movement, serving as its primary political front. In the 2018 parliamentary elections, he entered the legislative arena and secured first place in Babil Governorate with more than 26,000 votes, subsequently leading the Al-Sadiqoon parliamentary bloc. During his tenure, he continued his academic development, earning a Bachelor's degree in Business Administration from Al-Mustaqbal University in 2020.
He transitioned to executive office after being elected Governor of Babil on February 6, 2024, leading the provincial administration for nearly two years. During this period, the governorate witnessed notable economic, service-oriented, and cultural activity, including the organization of the World Day of Babylonian Civilization and the declaration of Babil as Iraq's industrial capital.
